Sorry for the delay in responding.  Here are the companies to check out:

Acorn Engineering:  http://www.acorneng.com/
Bradley:  http://www.bradleycorp.com/
Willoughby:  http://www.willoughby-ind.com/

You will need to ascertain if any or all of these companies have HET bowls in their product lines.   Sloan Valve Co. makes the HET flush valves for the prison fixtures made by these companies.

 I was curious about this recently, so this is a great question to follow up on. Is there any chance that WaterSense will move to label institutional/prison grade fixtures? This could result in significant savings for state and federal government agencies. Thoughts anyone?
