Meter Flow Restrictors

Meter flow restrictors are small devices that, when properly installed on a water meter, severely limit the flow of water without stopping the flow completely.  Over the past few years, these devices have gained attention for their potential as alternatives to water shutoffs due to customer nonpayment.

Some water utilities now install meter flow restrictors for customers who cannot pay their water bills, instead of fully shutting off the customer’s water.  Many proponents who favor using meter flow restrictors over traditional water shutoffs view the flow restrictors as a more humane alternative that preserves the human right of access to water.   Meter flow restrictors allow the customer to continue to have access to water, albeit a very small amount, with only a minimal increase to the customer’s unpaid bill.
